What is Local Law 31?
Local Law 31 of 2020 is part of New York City’s ongoing efforts to eliminate childhood lead exposure. It expands upon previous legislation (Local Laws 1 and 29) by requiring:
- XRF lead-based paint inspections in all dwelling units of applicable buildings
- Completion of inspections by August 9, 2025, or within 1 year of a child under 6 moving into a unit
- Use of a third-party, EPA-certified lead inspector or risk assessor
- Full documentation retained for HPD compliance and available upon request
Does Local Law 31 Apply to Your Property?
✔ Buildings constructed before 1960
✔ Buildings constructed between 1960 and 1978 with known lead-based paint
✔ One- and two-family rentals not occupied by the owner or the owner’s family (as expanded by Local Law 29)
If your property fits any of the above, you’re legally required to complete lead inspections — even if no child currently resides in the unit.
